An extensive special project and data processing concept was devised for the In-Company Geographic Waterways Information & Analysis System (GGInA) used by the BfG. In addition, a prototype was created that comprised a WebMapping component, a catalogue component and a GIS application for generation flood boundaries.
The Federal Institute for Waterways implemented the GGInA Project (Geographic Waterways Information & Analysis System) in its pursuit of the general goal of combining spatial basis and specialist data within a single modern data infrastructure, together with information with no general spatial reference, in a uniform system, covering the entire range of tasks and acivities in which the BfG is involved. The intention is for GGInA to be implemented using the ESRI technology already successfully employed by the BfG. The implementation is to be as service-oriented as possible and is intended to comply with both ISO and Open Geospatial Consortium specifications.
In addition to the various tools for performing spatial enquiries and data analyses, it is the construction of a meta-information system for the structuring, documentation and consistent access of datasets within the various specialist fields that is of overriding importance. Over and above the internal purposes of the project, the plan is also to make the meta-information available to catalogue servers employed by other authorities and institutions.
As a result of its close association with the Federal Inland Waterways and Shipping Administration (the Wasser- und Schifffahrtsverwaltung des Bundes – WSV) and other institutions, GGInA plays a central role in the transfer of data between the participating departments. Within the BfG, it is intended to serve as a general data collection point for the delivery and procurement of data, as well as offering service for both internal and external users.
The aim of the main research is to further consolidate the situational analysis, to devise specialist and technical concepts, to implement a prototype, to provide support for calculating economic effectiveness and to draw up a project implementation plan.
