INSPIRE Solution Pack for FME
The INSPIRE Directive on establishing a European spatial data infrastructure calls for the provision of harmonised spatial data via standardised services. INSPIRE describes technical standards such a s View and Download Services, but also technical and content standards via the data models of the so-called INSPIRE Annex Themes. To fulfill the INSPIRE guidelines and specifications, it is normally required to carry out a data transformation and schema mapping of existing data and databases to the specified INSPIRE data models (see Figure 1).
INSPIRE Solution Pack for FME for Data Transformation
Filling the INSPIRE data models with spatial and attribute data is usually based on existing databases. For the mapping and filling of the INSPIRE data models, spatial data management technology such as ETL (Extract Transform Load) is ideal. FME is an extremely powerful and flexible Spatial ETL tool for professional and efficient processing of spatial data. FME supports the import and export of over 200 different source and destination data formats. In order to simplify the complex INSPIRE schema mapping, con terra GmbH has developed the INSPIRE Solution Pack for FME. It is based on standard FME technology and extends the existing functionality with additional FME INSPIRE logic that supports and eases the mapping to the respective INSPIRE Annex-data models.

This Demo film introduces the INSPIRE Solution Pack for FME (ISP). The functionalities and highlights of the ISP are illustrated by the Transformation of an Open Street Map dataset (Administrative Units) to the INSPIRE geodatabase data model of ArcGIS for INSPIRE.

INSPIRE Solution Pack for FME in Detail
The purpose of the FME INSPIRE Solution Pack is to carry out the technical mapping of INSPIRE data models from within one tool. For this, the existing FME Workbench interface has been extended with over 100 additional transformers, including extended technical description of the integrated HTML help. The new Transformers describe the content of INSPIRE specifications and help to fill in the INSPIRE-required attributes with the required attribute name and attribute content. Repeatable mapping processes and frequently used functions, such as ID management and versioning of objects, are also described using additional transformer. To simplify the schema mapping in the FME Workbench, predefined target data models, including the INSPIRE Transformer required to describe the attributes, are included in so-called template workspaces. As the target data model of the template workspaces is the INSPIRE Geodatabase of ArcGIS for INSPIRE, the INSPIRE Solution Pack for FME is an optimal solution for populating this data model.
arcGIS for INSPIRE has been developed for the efficient storage and service-based delivery of relevant data as INSPIRE View and Download services. At the core of ArcGIS for INSPIRE is the INSPIRE Service Extension for ArcGIS Server which enables the publishing of the INSPIRE Annex Theme Geodatabases that have been filled using the INSPIRE Solution Pack for FME. The objective of the INSPIRE Solution Pack for FME is to gather all of the mapping processes relevant to INSPIRE information in the FME Workbench interface, thereby significantly simplifying the workflow (see Figure 2).
